I think it's about this girl ending it with him and how he sees her with another guy and figures out it's over and isn't that good with it.
The music vaguely reminds me in the strangest way of Hendrix of all people.

Both really. They called in the FBI about them in 1965 because the conservatives were sure the lyrics had subliminal filthy sex in them but it was sorta left undecided. Lot's of mumbled lyrics always sound dirty, don't they?
